[Appeal] Plugin Hosting Block - KWY97

  Dear Jenkins Infra Team, I recently submitted a plugin hosting request under the username KWY97 and have unfortunately been blocked from the jenkinsci organization. (https://github.com/jenkins-infra/repository-permissions-updater/issues/4435) I fully understand that my actions may have caused confusion, and I sincerely apologize for not following prior instructions. This was my first time contributing to the Jenkins ecosystem, and I was unfamiliar with the correct process. I had no intention of being disruptive and greatly respect the work of the Jenkins community. If there is any possibility to appeal or discuss how I might respectfully re-engage in the future, I would be very grateful.
