Offer to help maintaining the jabber-plugin

Hi everyone,

I offer to help maintaining the jabber-plugin. Full disclaimer: I'm the maintainer of Smack, the XMPP client library used by the plugin and use the plugin on a daily base in two Jenkins instances.

I've already created https://github.com/jenkinsci/jabber-plugin/pull/17 to address JENKINS-45599 and JENKINS-45607. My future plans include improving the security of the plugin by adding support for java-pinning and get rid of the diabolic "Accept all SSL/TLS certificates" option.

It appears that kutzi, the current maintainer, isn't that active any more (last commit was over a year ago). And I'd be happy to fill that gap.

By making you the maintainer :-)

I made you default assignee in Jira and committer on GitHub.

For release permission, file a PR to https://github.com/jenkins-infra/repository-permissions-updater/

If you want your changes to be reviewed, file a PR to the plugin and ping @jenkinsci/code-reviewers
