tcl plugin

i am not able to find out the source code repo OR ".hpi" file for tcl Jenkins plugin. 

on the wiki page, it says, it has vulnerabilities. 

but still whatever version was available , can we download ?

Yes, the repo is there. We do not delete repos, and anybody is welcome to take ownership and recover the plugin if needed.

Generally the plugin needs a significant rewrite (Script Security integration, etc.)

As a former creator, I explicitly marked the plugin for adoption.
