Repo for Jenkins Cloud Native SIG

Hi all,

Could we have a `sig-cloud-native` repo on https://github.com/jenkinsci for the Jenkins Cloud Native SIG? We need a place to push our Hackmd meeting docs:  https://hackmd.io/7uB6FuEqQAOp_-blPGykzA?both

Currently, for community artifacts there seem to be repos located in jenkinsci, e.g. GSoC 2016 repo and hackferst 2020 repo.

Done: https://github.com/jenkinsci/sig-cloud-native

The bot didn't feel like creating repos today, so it's a repo with default configuration (wiki etc.). You have admin permission so you can disable what you don't want/need.

(I'm not convinced this is the best location, but it can always be moved later.)
