Request to be the owner of jenkins-infra

Hi all,

I'm Rick. I want to request to be the owner of github.com/jenkins-infra. I'm maintainer of the Jenkins Chinese website repo(https://github.com/jenkins-infra/cn.jenkins.io). More contributors will emerge in the future. It'll be more convenient to manage the members of Chinese Localizaion SIG if have the permission of a owner.

Also, I've created a ticket for this.
