msbuild and windows-slaves plugins for adoption?

Hi all. I've filed these PRs at msbuild-plugin and windows-slaves-plugin more than a month ago. They are to enable dependabot. I've not received any feedback from the maintainers (but Oleg, he's not able to maintain it though).

I'm wondering if we may mark them for adoption.

https://github.com/jenkinsci/windows-slaves-plugin has been marked for adoption about 1 month ago.

Before that I have tried reaching out multiple parties who might be interested, no response though.

Regarding the MSBuild plugin, it is definitely inactive. Currently only maintainers can put the plugins for adoption, we do not have a process for forcing this state on abandoned plugins. There is JEP-11 from Craig Rodriguez which allows doing that, but this JEP is also inactive.
