Job DSL Code Quality Columns PR Reviews

Hi,

Is someone able to review these and assist me in getting the pr green and merged in.

Is @jenkinsci/code-reviewers the correct reviewers team, as it was cc'ed in about 6 months ago, but shows 404 when I click though.

The changes are to make code quality easier to expose when doing Jenkins Setup As Code. So views can be scripted and regenerated/updated, and can more easily contain code coverage metrics and total issue counts.

As it took me about a month to work out how to add these columns using the verbose low level approach. So want to make it easier for the next developer.
