arm64 migration of incrementals-publisher

Hello everyone,

Working on https://github.com/jenkins-infra/helpdesk/issues/3619 we'll proceed to the migration to arm64 nodes on publick8s of incrementals.jenkins.io, which should be OK, no service interruption expected.

We'll keep you informed in this thread if something goes wrong.
