Help maintaining "config-file-provider" plugin

Hello

I volunteer to actively maintain the "config-file-provider" plugin that is marked for adoption. I discussed this today with Adrien Lecharpentier as the plugin could do with some refreshing/modernisation work. 

Along this mail, I filed a pull request on the Repository-Permissions-Updater (RPU) for this purpose.
