[ci.jenkins.io] Linux agents bumped to Ubuntu 22.04

As part of the Jenkins Infrastructure Ubuntu 22.04 Upgrade campaign,  the Jenkins Infrastucture is going to rollout a new major version of the agent templates on ci.jenkins.io.

The changelog can be found in https://github.com/jenkins-infra/packer-images/releases/tag/1.0.0 and it mainly features update from Ubuntu 20.04 to Ubuntu 22.04.

We do not expect any breakage unless if you are running pipeline relying on the operating system version or on specific packages versions.

As usual, any issue with the infrastructure can be reported in https://github.com/jenkins-infra/helpdesk if you have any problem.
