Jenkins 1.642.1 LTS RC testing started

Hello everyone,

Latest RC was made public and it is ready to be tested. Release is
scheduled for 2016-01-20.

Given the very short time until scheduled release, and the fact that this is a .1 LTS, I suggest we postpone the release by two weeks.
