GitHub issue dependencies for the jenkins organization

Hey everyone,

I have enrolled the jenkins and jenkins-infra org into issue dependencies, allowing references and blockers similar to Jira. 

Everyone using GitHub issues in one of the mentioned organizations can find a "Relationships" field on the right-hand side of an issue now.
