I think it makes sense to detalize the proposal a bit. Ideally it should be converted to something like mini-design.
Currently it's reviewable for Jenkins developers, but Google reviewers may misunderstand the meaning of extension points.
Any extra details (esp. class diagrams and sketches) will be useful.

Looks good for the submission to Google, but it will need to be detalized during the community bonding stage.

Maybe makes sense to explicitly describe tests to do and draft [automated] test plans.
