New user is missing the Overall/Read permission

I added a new user but when they try to log-on, they get this error error that their account “is missing the Overall/Read permission. 

 

I see a few different solutions for this on stackoverflow and other web sources, but they are a couple years old.

 

Is there a fix for that issue that’s agreed upon to be the best one, and what is it?  We are a few version behind, Jenkins 1.546 – if that makes a difference for this.
