Request to adopt JiraTestResultReporter plugin

Hello,

I'd like to adopt JiraTestResultReporter  (https://plugins.jenkins.io/JiraTestResultReporter/)

I tried to reach one of the recent committer and maintainer but with no luck.  

Andrei Tuicu doesn't answer me (since August 2020). 

I personally use this plugin at work and built from my PR it works fine with Jira Cloud.

A lot of people don't end up watching repos in orgs. I don't see them in the watch list.

I've pinged @andreituicu on that PR, and CC'd their public email, address on this thread.

If they don't reply, then in 2 weeks you can submit a PR to update permissions
