commit access for starteam-plugin

Hi Folks,

I would like to request commit access for starteam-plugin; my id is framer8.

In cooperation with the current lead (Jan Ruzicka, CC'd) I am taking over maintenance of the starteam plugin.

Could I also request that I be set as the lead in JIRA for starteam-plugin as requested by Jan in this post.
