Hi,
I just created a pull-request for "Exclusive execution plugin". Pull request is here: https://github.com/jenkinsci/exclusive-execution-plugin/pull/4
This patch fixes 3 tickets:
[FIXED JENKINS-26175] Exclusive execution mode can now be configured to skip waiting for currently running jobs
[FIXED JENKINS-24854] Shutdown mode is now also cancelled if job is canceled in pre-build phase
[FIXED JENKINS-26351] Spanish translation added

Prior to submitting the pull request I contacted both authors without response. It seems to be dead.
Could anyone with enough rights approve the pull request and release a new version of the plugin? Alternatively I could be granted with commit rights and release the new version of the plugin myself (after finding out how).

After discussing and reviewing changes with one of the original authors (Sam Tavakoli) I redid the pull request.
Sam has no longer rights to commit to master branch and Samu (original author) is missing since he has not responded to any comments or messages.
Thus I request commit access to master branch of the plugin so I can become the new maintainer.
