Move weekly release 6 hours earlier?

TIm Jacomb,

Would you be OK if we moved the scheduled weekly release of Jenkins core to be 6 hours earlier each Tuesday?  That would allow Jay Reddy to help from India during his working day without a major negative impact on the infra team members in Europe.

No objections from me.

Only impact I can see is if it fails early and it needs people from Europe they won't be online for 2-3 hours.

In the normal case though I'd expect the release build to be finished not long before Europe comes online.
