Plugin adoption: flaky-test-handler

I'd like to become a maintainer of this plugin, as multiple pull requests were merged in the past years, but no one made any release, as shown e.g. in this discussion: https://github.com/jenkinsci/flaky-test-handler-plugin/pull/10

So following Adopt a Plugin (jenkins.io), here are the required info:

Hi

I'm the author of the pipeline support PR (https://github.com/jenkinsci/flaky-test-handler-plugin/pull/10) for this plugin in which I asked the current maintainer (scpeters) for adoption.

Maybe we can join forces to make a release and also get the pending security fix (https://github.com/jenkinsci/flaky-test-handler-plugin/pull/13) out.
