Can an admin restart a build ?

Hi,

Is it possible that a https://ci.jenkins.io/ admin restart the following build ? https://github.com/jenkinsci/mstest-plugin/pull/24 (https://ci.jenkins.io/job/Plugins/job/mstest-plugin/view/change-requests/job/PR-24/)

Based on my previous contributions, there is low chance a PR get reviewed by maintainer when failing due to changes on Jenkinsfile
