[Blue Ocean] backlog of issues are now in JENKINS jira project

Thanks to some shaved yaks (Tyler, James Dumay), there is a bit of backlog of issues added to the blueocean-plugin component in JIRA. 

As always, open new tickets against the "blueocean-plugin" component.
