Fix for JENKINS-17116: graceful job termination

Hi,

I prepared a fix for defect JENKINS-17116: https://issues.jenkins-ci.org/browse/JENKINS-17116

It's ready for review here: https://github.com/jenkinsci/jenkins/pull/3414

If this issue is addressed then people at the company I work for will be able to remove quite a series of workarounds we had to put in place, so I would very much appreciate it if someone could help me land the change in the codebase.
