Adopt msbuild

Hi

I have a PR to fix some PCT failures pending to merge in msbuild plugin. The plugin is under adoption and I want to take over it. At least to improve its health. In addition, Baptiste Mathus also filed a PR to test the plugin against Java11.  If possible, I would like to add as maintainers my whole team, as we work together and it may ease the maintenance. We are:

• alecharp
• bitwiseman
• carroll
• olamy

No blockers w.r.t. transferring the permissions
