[PROPOSAL] Adding new milestones to Jenkins

Hi all,

So far, jobs are loaded at some moment between "EXTENSIONS_AUGMENTED" and "JOBS_LOADED" milestones on Jenkins startup. JCasC is more and more used everyday and it applies changes in the instance configuration between the same milestones, so there might be a collision between them. To fix this situation and prevent the instances/plugins from being unable to start, I've opened https://github.com/jenkinsci/jenkins/pull/4450 as a proposal to add some new milestone to Jenkins. Please, anyone interested in this to review the PR. Any suggestion, missing use case, concern ... is more than welcome and appreciated.

This will be a great improvement! Last time I had to work with InitMilestones I was very frustrated that there weren't enough meaningful milestones, resulting in potential collisions in the init process. I'm glad to see someone is tackling the problem and improving things.
