As Oleg mentioned here https://github.com/jenkinsci/periodicbackup-plugin/pull/13 he stepped down as a maintainer a long time ago, turns out my previous permissions were not carried over to Artifactory, there have been recent contributions and a request to release a new version which I am happy to oblige.

I approved and merged the repository permission updater PR, so you should have all the permissions now
