Improvement and change of image for linux jnlp-maven agents

Hi all,

in the process of unification of the images used for the agents within ci.jenkins.io we plan to change the images used for the linux container agents jnlp-maven-8/11/17 tomorrow Thursday 15 of September around 12:00am UTC. Do not hesitate to open an helpdesk issue here https://github.com/jenkins-infra/helpdesk/issues/ in case you find out that something goes wrong.

Thanks Basil for opening https://github.com/jenkins-infra/helpdesk/issues/3130 following this operation.

We have rolled-out a fix to ensure that your agent running as linux containers are now using the C.UTF-8 locale (instead of ANSI) which was a regression.

More news tomorrow, but this specific problem should be fixed for the uypcoming 24 hours.
