Adopt Loadrunner cloud plugin

I would like to adopt a plugin:

Status: currently maintained by 2 guys that aren't part of our organization anymore - Abandoned

GitHub Username: lrc-pe (https://github.com/lrc-pe) 

Jenkins Infrastructure ID: loadrunnercloud_pe

Repository Permission Updater PR: https://github.com/jenkins-infra/repository-permissions-updater/pull/4070 

We will use this user as the main maintainer for our plugin to have an official user regardless of any organisation changes.

I think that we'll need help from a GitHub organization admin to add the GitHub user https://github.com/lrc-pe to the https://github.com/orgs/jenkinsci/teams/loadrunner-cloud-plugin-developers team.
