New maintainers for plasticscm-plugin

We're extending the team in charge of maintaining the Jenkins plasticscm-plugin. Right now it's only me, mig42 (mgon...@codicesoftware.com), but we'd like to add three more people. Could we enable their Jenkins IDs and add their GitHub users to the Jenkins organization?
