I was made the maintainer of the groovy event listener plugin (https://github.com/jenkinsci/groovy-events-listener-plugin) but I do not have access to the settings in the repo.. 

I need this access to set branch protection and other items.

Can someone help with this?

We usually give only Write permissions to plugin maintainers, not Admin ones.

In order to manage branch protection, Admin is required.

There is no process for promoting permissions to Admin, it usually happens on a per-request basis
