Post-Mortem: LTS 2.289.1 Windows Package unavilable for ~13 hours

Hello dear developers, maintainers and contributors!

The Jenkins Infra suffered from an incident last week, the 2th and 3th of June 2021 as described on the following email thread on the jenkins-infra mailing list: https://groups.google.com/g/jenkins-infra/c/YVzo6AtiCgQ .

This incident caused an unavailability of the Windows package of the LTS release during ~13 hours (time to detect and fix the issue).
