How do I release a plugin?

Hi,

How can I release a plugin to the jenkins plugin repo?

I have written a new plugin to generate a dashboard, and would like to publish the same.

Is requesting hosting mandatory? Or can I just run mvn release:prepare release:perform from my local repository?
