2.514 as 23 Jul 2025 LTS baseline

t is time to choose the next LTS baseline.  The first release of that LTS baseline is scheduled for 23 Jul 2025.

I recommend Jenkins 2.514, released Tuesday.  There are some pending pull requests that will likely need to be backported once they have been merged into the LTS branch, but they are not merged into the master branch yet and are not yet ready for review.

The 2.515 release that was delivered this week looks like a reasonable candidate as the LTS baseline, with several dependency updates that I think should be included in the next LTS line.  There are also two pending pull requests from James Nord that I think we will want for the LTS baseline.  That may lead us to choose 2.516 as the LTS baseline over 2.515.  The two pull requests are:

• https://github.com/jenkinsci/jenkins/pull/10678

I'd also like to act as the release lead for the July 23, 2025 LTS release if that is OK with others.

I've started the 2.516.1 LTS release checklist, with the assumption that using that weekly release as baseline is better than backporting those pull requests to an earlier weekly release.
