Windows packaging back on track

Hello,

I am happy to share that shipping Jenkins MSI packages is now back on track.

I built the MSI for the latest weekly version and once this PR is merged, it will be the default behaviour again.

Thanks Alex, Tim, Oleg and Mark for your work on this.
