JENKINS-37874 and JENKINS-38473 are 'Improvements', but I'm not so sure about that. Those look a lot like bug fixes.

(FTR I'm neutral on those.)

True, I extended the LTS candidates filter to bugs and improvements as
an experiment. Let's see how that works for coming releases.

Doubt it, backporting is closed except for critical fixes.

This demonstrates how important it is to resolve issues that are fixed.

I expect this will make it into 2.19.3.
