As far as I can tell, that's not a valid request.  I doubt that your Jenkins infrastructure account id is "Administrator".  I doubt that your GitHub user name is "Administrator".

I have already adopted the GitLab plugin a few days ago and removed the up for adoption tag from the GitHub repository moments ago.
