What did I need to do to get my RocketChat Plugin (https://github.com/jenkinsci/rocketchatnotifier-plugin) available in https://jenkins.ci.cloudbees.com/job/plugins/?

I thought that was automatic, but perhaps this infrastructure is
broken. Added manually for now.

That job ran (for whatever reason) on the old ci.j.o and was lost in the transition to ci.j.io.
