Adding proprietary jars for plugin causes Inspection failure.

I am configuring a new Jenkins server ver 1.598 and I am running into an issue with the websphere deployer plugin(https://wiki.jenkins-ci.org/display/JENKINS/WebSphere+Deployer+Plugin) that I did not have on a previous version of Jenkins.  When I drop the required IBM jars into plugins/websphere-deployer/WEB-INF/lib the plugin explodes on startup with a message "Failed Inspecting plugin /var/lib/jenkins/plugins/websphere-deployer.jpi ... ZipException: error in opening zip file".  I am wondering if this process of adding jars is now no longer acceptable or if I am hitting some sort of Jenkins bug.
