Ecma-402 proposal discussions

Recently, we've been discussing Ecma-402 proposals details on this mailing list. I'm concerned this generates too much traffic for too specific subjects, which could potentially not interest some people.

Given the goal of the list is to coordinate the globalization (internationalization and localization) efforts of the JavaScript community, I'm wondering if instead of discussing the details in here, we should use the list to summarize key points, e.g., notifying the creation of a new proposal, notifying when a proposal's stage gets changed, notifying of even technical details, but in a weekly digest form.

Let's move the detailed/technical discussion into the respective PRs or issues.

Feel free to weigh in if anyone has a different perspective and thanks everyone.
