If I run the report-aggregate command on the latest jacoco version, The index.html shows no coverage even though jacoco and jacoco-it are correct. Has anyone else encountered this?

What exactly do you mean by "run the report-aggregate command"?

This goal needs a very specific project setup (separate module with
dependencies). See documentation:
http://www.eclemma.org/jacoco/trunk/doc/report-aggregate-mojo.html

Maybe I am confused, would this goal produce a combined report of Unit and Integration test coverage?

No.

It does what documentations says: "Creates a structured code coverage
report (HTML, XML, and CSV) from multiple projects within reactor."

BTW, this goal allows creating combined reports for unit and integrarion
tests by configuring dataDilesIncludes accordingly.

But still, you need a separate project to define the report.
