Adding github issue templates for `jackson-databind`

Quick note: after adding new label ("to-evaluate") to help keep track
of issues that I haven't yet had a chance to look into, I decided to
add couple of issue templates for "jackson-databind" (repo with most
issue traffic).
I plan on rolling these out to other repos over time too, tweak
templates, and realized that I should probably ask for feedback as
early as possible. Initial templates are
1. Bug
2. Feature
3. Documentation
as well as the existing "Report a security vulnerability" (which comes
from somewhere else).
Plus added "Something Else" to account for cases that do not fit
easily with the simplistic division.
