Jackson 2.10.0 release starting -- severe problems with Sonatype OSS repository

So: I tried to start pushing Jackson 2.10.0 release, but Sonatype's
Open Source Nexus repository (OSSRH) seems to have some serious issues
unfortunately. While I will try to get these resolved it looks like:

1. 2.10.0 release will take longer, possible more than 24 hours
2. During this time, some versions visible via Maven Central may
actually be corrupt

Specifically, `jackson-annotations` release seems to be somehow
corrupt. I will try to get that rectified, but until then, please do
not use version 2.10.0 of Jackson components.

The jackson-module-scala build is happy with the 2.10.0 jars that have been published (including jackson-annotations).

There are some test dependencies on the joda and guava datatype jars so I am going to wait until they are ready to publish the jackson-module-scala release.

I released jackson-module-scala 2.10.0. I worked around the missing test dependencies.

This is good. I am slogging through release process, and all Jackson modules (base, java 8, jsonSchema) are released. Half of dataformat modules (xml, binary) are out (but not yet `text` formats). Beyond that, datatype modules.

I also filed a Jira issue to get help with jackson-annotations.
