So: I am planning to cut the official 2.10.0 release late on wednesday
september 2019 (PST). This is to accommodate Spring release process so
that they will have 2.10.0 to use for the next Spring / Spring Boot
minor releases, which should help adoption of Jackson 2.10.

Now: patch versions can contain fixes and there are many things to fix
over time (see https://github.com/FasterXML/jackson-future-ideas/wiki/Jackson-Work-in-Progress
for example).
But API changes, including additions, can only be made in minor
version upgrades, so if there are things still pending that you were
hoping to get in, let me know.
I will go over my todo lists as well.

Also: any regressions found in 2.10.0.pr3 would be great to report,
fix, to make 2.10.0 smoothest .0 release yet.
