SNAP INSTALL error as MSB3073

Dear Developers,

Hello! I encountered an error while building ITK-SNAP 3.8. I successfully completed the ALL_BUILD step, but ran into an error during the INSTALL phase regarding the setlocal command, specifically error MSB3073, and a verify_app failed message. The detailed information is as follows:

This issue has troubled me for a long time. I have researched various resources related to this error and tried solutions such as running Visual Studio with administrator privileges and checking the CMake configuration, but I still cannot resolve the issue. Could you please provide relevant suggestions and assistance? I would be extremely grateful! After completing all build steps, you should be able to use ITK-SNAP by running the executable generated in the build folder. 

If you want to package it for installing on another computer, try: cmake --build \your_build_folder_path --target package
