This feature bothers me so much when I click. What is it and can it be disabled? I couldn't find anything in settings that sounded like it was related to this.

It *looks like* something from the "shell integration" stuff. I don't normally use it, but I turned it on so I could be sure of what it was before answering. When it's enabled, and the little triangle things are showing up at the far left edge of the window, clicking in the window highlights that prompt/command and its output, and shows a row of icons at the top right of what it selected. One of those icons has the hover-text "Command Settings...", and when you click it, there's a pop-up menu with "Disable Command Selection" and "Help".

That is command selection. When a command is selected, find, filter, and select all are restricted to the command. You can disable it here:
