Capitalist planned economies?
Theorizing economic planning in market economies
A new and quickly growing body of literature has started to discuss the possibility of democratic economic planning as a complement or alternative to market-based coordination. But despite the fact that the new planning debate has originated from the grand claim that “planning is already endemic in capitalism”, authors have not spelled out how planning actually works in capitalism. This paper will contribute to filling this gap by providing a framework to conceptualize different forms of economic planning in capitalism. It will depart from the observation that capitalism constitutes a particular combination of planning and markets under the hegemony of the profit motive. Due to capitalism’s institutional separation of markets and politics, economic planning exists both in the private and public realm, but follows different logics. Private planning by individual companies is done in the pursuit of individual profits, while public planning is conducted to further the interests of a given state under territorial competition. In conceptualizing these different strategies the paper will link the new debate on economic planning to broader literature in economic sociology and political economy.
