Dear my sisters and brothers,

After a long time,
When we all are flown away with the Holi, Diwali, Durga Puja, Pongal, Christmas, Eid etc etc. by day after day, one termite works exquisite into our profession, our institution and intending to bring the END.
Still we are enjoying forgetting the present state of the profession, which can be flourished by every side, if the leaderships are eligible for fetching all the adverse situation into favourable sides. Leadership's Preventing capability can generate shields to the illegal entry of employees of Pvt. Players in the survey field, entry of the staffs / representatives (Non Surveyor) instead of Director Surveyor in the survey field, entry of Loss Assessing Agencies full with non educated persons or even Workshop staffs with photography snatched by them in Motor Survey Field. Leadership can expand the periphery of our institution to develop one wing for Valuation of Property and Asset, Financial articles and others discussing with I B A/ Reserve Bank.
If anything , like structure and our AOA is obligatory, that  should be shaped with the present time and situation and obviously thinking the question of our Livelihood, to find its answer.
United thought can do everything. If the Present driving force can not counterblow to our enemies of profession and do nothing for our livelihood then they should immediately resign from the driver's seat,
as  we can dress-up the persons having rigorous knowledge (as weapon to pull every thorn from our path of profession), capacity ( upto Ministry Level) to stringent  our route of profession to earn better for livelihood.

So, please finish your moments of enjoy and return to the harsh Reality - that we have no job or little no.s of jobs in our hand.. From our own (legally )field. Our jobs already snatched by the aforesaid elements. Wash the dark colors from hands and face anointed by others (our professional foes), spread the palm and elongate the arm for joining  hands for every betterment  of Profession, promised in this bright Morning after Holi, as we can meet together for a Holi with more colours of profession, more jobs.in hands, more wings of practice and more no.s of SLAs (as strength by no.s is Power to Prove the Presence in Society) , which is diminishing now day by day in the deterirating professional scenario.

Dear Manchanda,

Greetings of the Day to you and to all our surveyor brothers and sisters!

Do you really think our Central Council Members are really capable of carrying out all things and take us forward in the right direction. Still you believe in them.

If our CC was really really capable and focused, they might have implemented ASAP within the timeline of 4 months set by the IRDAI, which means by January 2025 itself we should have implemented ASAP and each one of the surveyor should have got survey jobs allocated on rotation basis.  Even after 14 months from the date given by IRDAI for implementation of ASAAP, there is no light on the other side of the tunnel.  This is our leaders capability.  What about the election promise made by them in this regard?  If Mr. Rishi Bhasin had not intervened ,  the earlier Software Vendor k might have delivered the product and the ASAP might have been implemented.  His EGO not only costed Rs. Two crores loss to IIISLA and added to that it has put ASAP in cold storage.  What is the reasoning for stopping the earlier vendor?  What are the correspondence between these two? Any SANE person will do this damage to the institution?

What action our CC has taken against the surveyor who did 100 plus survey jobs in a week, in a city like Bombay by sitting in abroad?  Whether our CC has cautioned the surveyor and the insurance companies for doing such unlawful use of one particular surveyor thereby depriving jobs to the other surveyors?

For writing one letter/representation to our parent organisation IRDAI, our CC is engaging an Advocate..... What about our competency? What IRDAI will think about us?  Shameful.

Dear Er. Debashis Karmakar and all my respected sisters and brothers in the surveying fraternity,

Your timely wake-up call resonates deeply with every dedicated SLA. Indeed, after the festivities of Holi, Diwali, and more, we must confront the termites eroding our profession: illegal entries by non-qualified personnel, private players' staff, workshop photographers, and loss assessing agencies staffed by unqualified individuals.

Our leadership must shield us, expand our scope (e.g., into property/asset valuation via IBA/RBI collaborations), and adapt our structures to today's realities.

United, we can reclaim jobs, grow SLAs, and flourish. To channel this energy constructively, let's ground our fight in our III SLA Articles of Association (AOA) and IRDAI regulations, which are our strongest weapons:Key AOA Provisions (III SLA AOA, as per latest available amendments)

Eligibility & Membership (Articles 4-6): Only qualified professionals with IRDAI-licensed surveyor certificates can be members/directors. Non-surveyors (e.g., workshop staff) cannot represent agencies in surveys – violations undermine institutional integrity and must be reported for expulsion.

Professional Conduct (Articles 12-15): Mandates ethical practice, prohibiting "illegal entry" by unlicensed reps. Leadership must enforce this to block pvt. players' employees.

Expansion & Governance (Articles 20-25): Allows new wings (e.g., valuation) via General Body amendments, subject to IRDAI/IBA approval. Present leadership can propose AOA updates for livelihood protection – inaction demands accountability.

Critical IRDAI Regulations for Surveyors (IRDAI (Insurance Surveyors and Loss Assessors) Regulations, 2015, as amended up to 2025)

Licensing Exclusivity (Reg. 3 & Schedule I): Only IRDAI-licensed SLAs (with engineering/insurance qualifications) can conduct surveys. "Non-Surveyors" (e.g., agency staff, photographers) are illegal – fines up to ₹1 lakh per violation (Reg. 18).Survey Process Mandates (Reg. 11-13):

Director Surveyor (licensed) must personally attend motor/fire/marine surveys; reps prohibited. Workshops cannot "snatch" jobs via photos – report via IRDAI portal (irdai.gov.in).

Agency Standards (Reg. 7): Agencies must employ qualified SLAs (min. 50% staff); unqualified "full non-educated" setups are deregistrable.

Leadership can petition IRDAI for stricter audits.Recent Amendments (2023-25 Notifications): Enhanced penalties for "illegal entry" (IRDAI/Reg/Gen/2024); push for surveyor-only fields via Ministry (MoF/IRDAI). No expansion without compliance.

Brothers and sisters, our AOA and IRDAI are shields – but we must wield them!

Present leadership: Counter these foes or  prepare for rigorous, Ministry-connected liasion. Let's convene virtually (via III SLA portal) post-Holi to: File collective IRDAI complaints on violations.

Propose AOA amendments for valuation wings, pre insurance risk inspections, spot surveys and indeed Marine Cargo surveys, already snatched away from us. Rally for more SLAs (strength in numbers).

Wash away the dark colors; join hands this bright morning. Together, we'll paint a Holi of prosperity – more jobs, wings, and presence!

In solidarity for our profession's revival,

Sincerely,
K B Manchanda

Dear  Manchanda,

I read your mail and no part of it I missed it out.

When our CC Members are not adhering/failed to the directives of IRDAI like Master Circulars and not implementing ASAP and such other direct directions like not to inactive members and like removal of levels, how and with which face our CC can approach IRDAI with such lapses on them? That is my point.  When IRDAI has given 4 months time to implement ASAP and if we implement ASAP within 3 months time, then it will be a proud moment for IIISLA and it's CC and Members.  Now you please tell me who is the root cause of this problem.

When a person is failed to clear SSLC Board Examination, if you talk about M.B.B.S or CA, he sounds like Greek and Latin to them.

Let the CC put our house is order.  There are two Directors and two General Secretaries and two Treasurers and what not....but one post only.  Only IIISLA can set as an example to the rest of the world. In this context only, I have sent my email.

I hope you agree with me.

Dear Manchanda,

Whether this is the power of votes or power of manipulated votes.

Do you really think this CC has won the election by fair means?  What is the real issue in CDSL election,?  CDSL & NSDL are conducting elections for hundred thousands elections every year.  What went wrong in IIISLA Election?  Why the Election Officer Report based on the CDSL Report is not tabled before the members?  Whether members are not so important for our CC?
