Hi, Bijay ji,
Eriocaulon species are very confusing.
What are the species reported from your area?

You have check with details at GBIF, Checklist of Nepal, Flora of China, FoC illustration, POWO etc.

Thank You Garg Ji! I found it in a semi-aquatic habitat. The inflorescence heads are black and the leaf 4-6mm wide, has 3 distinct midribs. It might need further observation.

Other possible species in Kathmandu valley are
1) Eriocaulon nepalense J.D.Prescott ex Bong.
2) Eriocaulon nepalense var. luzulifolium (Mart.) Praj. & J.Parn.
3) Eriocaulon staintonii Satake

For Eriocaulon staintonii Satake, GBIF does not have any specimen.

Also GBIF does not show any specimen of Eriocaulon cinereum R.Br. However, there are many specimens from India. Two of them given below:

From the above, I am also leaning more towards Eriocaulon cinereum R.Br. as a layman.
Pl. have a look again.
