Yes, appears close to  Gnaphalium polycaulon Pers.  as per images and details herein.

Only doubt is that it is being found at such a higher elevation. efloras generally mention Tropical and subtropical Asia.

I also checked many other species reported in India in Flora of Pakistan and those listed in BSI Flora of India, but looked different as per GBIF links:

Gnaphalium thomsonii Hook.f. 

Gnaphalium stewartii C. B. Clarke 

Gnaphalium coarctatum Willd.

Gnaphalium flaccidum Kurz ex C.B.Clarke
