I think this is not Euphorbia caducifolia, Rather this appears to be close to Euphorbia neriifolia as per keys and details herein.

This is either Euphorbia antiquorum L. or  Euphorbia royleana Boiss. The stems are angular, somewhat twisted and also the plant is leafless when in flower.  Cyathia and fruits are reddish. The number of angles of the branches could not be determined, which a key character for distinguishing the two species.
