It is surely Centipeda elatinoides syn. C. minuta, commonly known as
sneezing weed. It is known as Naak Chhikru (means which induces
sneezing in nose) in Himachal.

Only 2 sp., Centipeda elatinoides (Less.) O.Hoffm. and Centipeda minima (L.) A.Braun & Asch. 

are found distribution in India and only Centipeda minima (L.) A.Braun & Asch. and its 

subsp. Centipeda minima subsp. minima is found in Assam according to one link 

(PDF) A revision of Centipeda (Asteraceae) its attached screen shot. So, I guess, it could 

be C. minima or its subsp.
